Asbestos Surveys Explained

A survey tells you where asbestos is, what type it is and what condition it is in. Here's which one you might need and how to choose a surveyor.

There are two types of survey

Both are described in HSE's Asbestos: The survey guide.

Management survey

Finds asbestos that could be damaged or disturbed during normal use and maintenance, so it can be recorded and managed.

  • Used to produce an asbestos register and management plan
  • Covers rooms, voids, lofts, service ducts and external areas like roofs and soffits
  • Usually involves taking samples

Refurbishment or demolition survey

Finds asbestos, including material hidden in the building fabric, before refurbishment or demolition work.

  • Needed before work that disturbs the structure, in the areas affected
  • Intrusive: the area must be empty during the survey and confirmed fit to reoccupy afterwards
  • Asbestos found should be removed, as far as reasonably practicable, before major work starts

Who needs one

When a survey is required, and when it's a choice

Non-domestic premises

Offices, shops, factories and other workplaces. Whoever is responsible for maintenance has a legal duty to manage asbestos.

Common parts of flats

Shared areas such as hallways, stairs, lift shafts, roof spaces and garages. The duty to manage applies here too.

Building work on a home

The duty to manage does not apply inside private homes, but anyone doing building work must find out whether asbestos is present first, or assume it is.

Buying or planning work

No law requires a survey when you buy or sell a home, but many buyers and owners of older properties choose one before renovating.

Landlords: the duty to manage covers common parts, not the inside of each let home. Work you arrange in a tenant's home must still be done safely. More in our FAQs.

Choosing a surveyor

Surveyors don't need an HSE licence, and accreditation isn't compulsory, so ask:

  • Is the surveying organisation accredited by UKAS to ISO/IEC 17020? HSE strongly recommends this.
  • Will samples be analysed by a UKAS-accredited laboratory? This is a legal requirement for analysis.
  • Does the quote say which areas will be inspected, and what will be excluded?
  • Will the report show where each material is, whether it contains asbestos, its condition, and include plans and photos?

UKAS lists accredited inspection bodies and laboratories.

What it might cost

Checkatrade's cost guide (May 2026) reports these typical prices for a two- to three-bedroom home:

  • Management survey: £150 to £350
  • Refurbishment or demolition survey: £300 to £400

Prices depend on the size of the property, how many samples are needed, access and where you live. Larger homes and commercial buildings cost more. Get a written quote.
